The Metahuman Matriculation Act (MMA) - is a legislative bill which was passed into the US law, enforcing the mandatory registration of super-powered individuals with the government. This law, issued by the great empire of Americannia, started the reign of tyrants, oppressing these powered indivisuals, these "metahumans".
The Act requirement that super-powered individuals surrender their real names to the government (but not the public). This obviously entails the loss of their secret identities, and ultimately a loss of their futy and responsibility.
It enables the government to monitor all powered individuals and is drafted to facilitate the government's licensing and/or employment of individuals who are actively using their powers. The powered individual must fulfill some requirements or meet some criteria before they are allowed to fully use their abilities and gain legal authorization to continue to use their abilities to fight crime.
This army of "Super Soldiers" that the American Government now controlled then went forth and conquered the world under the command of the President of the US, making him the Emperor.
This led to a major schism and conflict among the super-heroes, with one side opposed to the MMA resisting registration and the other side supporting registration. These rebels named themselves the "Crimson Vindicate", and live somewhere hiding in a secret base, searching for new recruits.
Out of these "Metahumans", there were four that were most feared and respected. These were...
The President of Americannia, having the most power of all the metahumans.
The Founder of the Crimson Vindicate, secondly most feared Metahuman, despite his lack of powers.
The Queen of Atlantis, the seductive woman that ruled over half of the earth.
And finally, the President of the Union of China, ruling over the rest of the world, alongside the Dominion of Americannia.
The powers of these three were matched by none else; they used their powers to get to the ranks they were now. Each had different purposes of course, good or evil...
Finally, it came to a point where everyone continued there life as if it was normal. Metahumans flied around everywhere, at the orders of the governemnt, under control of the MMA. Humans, living natural lives, just as ever, "protected" by the metahuman army.
But the ordinary people all know the corruption of the president; te metahuman army just being a front, which is used to capture more land, gain more wealth, more power... just like any typical, power-hungry emperor. Fortunately, not a word of this suspicion has been leaked to the government...
But how long is this tyranny going to last...? How long will the metahumans be stripped of their freedom? Will the Crimson Vindicate rise up as heroes, or fall behind like persistent mosquitos, under the forceful hand of the Americannian empire?
